OT rule for stat holiday – all provinces & states

Following up from the Saskatchewan rule for stat and OT, carry over this configuration for all
provinces & states.

Based on this change:
As per Saskatchewan law, OT starts at 32hrs (vs 40hrs) on a week with a stat holiday.
