By default, only administrators and managers can message to roles below them. This avoids employees using the system to email each other.
If you do need to allow this,
- Go to MANAGE MY BUSINESS
- Go to MANAGE SECURITY GROUPS
Find this row and check off/on the group to remove or grant access too
